FOURTH & CHERRY PARKING DECK RESTORATION

SEATTLE, WASHINGTON

This precast, prestressed concrete T-beam parking deck constructed in the early 1960’s is located in downtown Seattle near City Hall, the County Courts and major high-rise buildings, is a heavily utilized high turnover parking facility.  Due to its overall deteriorating condition and noticeable crack widening and differential movement across the precast T-beam joints, NGJ was initially retained to provide a Condition Survey and Restoration Plan for this facility.  During this time of the review period, on the night of December 2, 1999 Seattle Police directed a Community Transit bus onto the elevated deck that was being used for a mass arrest staging area.  The rear axle of this bus overloaded the deck causing a localized failure.  NGJ began immediate repair design the following day and provisions were implemented to keep the undamaged areas in this facility open to public parking.  This emergency repair design was completed, a building permit was procured and a Contractor was selected to perform the work within a week’s time.
