HIGHLINE COMMUNITY HOSPITAL PARKING STRUCTURE

NGJ was the original Prime Design Consultant on this project that was designed in 1988 and constructed in 1989 at a construction cost of $2,750,000.

 

NGJ's Engineering Services included developing a Concept to enhance the Master Plan for Structural Parking to support the Medical Office Building and the Hospital at its main entrance.  The 1st Phase five-level, partially post-tensioned, cast-in-place concrete Parking Structure accommodates 523 parking spaces.

 

The Highline Community Hospital Parking Structure is a 2-bay structure with 5% inclined ramps, 59’ clear bays and 90-degree parking with 2-way traffic.  The Structure is designed to accommodate an additional level, plus a Westerly horizontal expansion at each level adjacent to their Medical Office Building.  The Structure is constructed with cast-in-place concrete with post-tensioned decks and girders.  Exterior spandrels are precast concrete.

 

1996 work at the Highline Parking Facility involved Restoration Work on this Structure and started with an initial investigation on the cause of concrete spalling and cracking at the post-tensioned stressing pockets at the beam/column joints.  In conjunction with Construction Technology Laboratories (CTL), who was retained by the Owner as an Independent Investigative Consultant, through both non-destructive and destructive testing methods it was determined that the stressing pocket failures were the result of gypsum being added to concrete grout used in these pockets.  In addition, during this investigation it was found that in many locations in the Structure the columns, beams and spandrel reinforcing steel had been misplaced or mislocated and was not in compliance with the original Construction Documents.   NGJ, in addition to the Investigative Phase, performed the Structural Engineering Design Service to restore the Structure back to the requirements of the original Design Drawings.  NGJ also worked closely with the Owner and General Contractor on methods for keeping this Garage open during repairs.

 

The General Contractor has reported that their costs of repair on this project, due to their mistakes, are in the order of $3,000,000.  The original cost of this project, constructed in 1989, was $2,750,000.  All charges for NGJ’s and CTL’s services have been paid by the General Contractor to date through the Owner.
